Can Europe afford an independent foreign and security policy?
What should that policy be like?
During that panel discussion the most import ant question was about the level on which European integration on the field of common external policy actually is.
One of the points was that Europeans live in very specific situation of deep anti-American moods. Another issue was dedicated to regional cooperation like Visegrad Group or Weimar Triangle and its role in the comparison with common EU policies. In fact, that kind of cooperation sometimes are more effective than agreements among larger number of states.
